The Los Angeles Times reports today amidst flooding from the third atmospheric river to hit California in a short time with this quote from Karla Nemeth, director of the California Dept. of Water Resources:
The most vulnerable places in California right now are rural levees — they are not required to meet the same standards as the levees that protect our our more urban communities.
This is a reminder that safety regulations are often more lax in rural places than urban ones, a matter I documented in my 2006 law review article, "Rural Rhetoric."
